You can play YouTube video from a specific time by just adding a parameter at the end of its URL. Then the video will be playing from that certain position which you have mentioned as parameter.
Suppose www.youtube.com/watch?v=Rf-RhxTIII0 this as a YouTube link which you want to see from a specific time say 3 minutes and 40 seconds. Now you need to add the parameter to URL as #t=03m40s and the video starts playing from that time. After adding the parameter the URL will some like this www.youtube.com/watch?v=Rf-RhxTIII0#t=03m40s.
